Statewide fund for relocating structures from high-risk shorelines

Establish a statewide Managed Relocation Fund modeled after the Maui County Managed Retreat Revolving Fund established through West Maui Councilmember Tamara Paltin's leadership, to support the permanent relocation of structures and infrastructure away from high-risk shorelines threatened by coastal erosion, flooding, and sea level rise. Strictly restrict funding to property acquisition, physical relocation or removal of threatened structures, and associated costs that result in the permanent removal of development from coastal hazard areas. Establish clear eligibility requirements, enforceable funding restrictions, and accountability measures to prohibit expenditures on shoreline hardening, seawalls, temporary erosion control measures, or improvements that prolong development in hazardous coastal locations. Prioritize public safety, restoration of natural coastal processes, protection of public trust resources, and the conversion of vacated shoreline lands to conservation, public access, and open space.
