Place-based matching fund using Green Fee appropriations
Set aside a portion of Green Fee appropriations for a place-based matching program that leverages Green Fee funding to attract additional contributions for community conservation priorities, increasing the impact of public dollars. While the Green Fee provides a major new source of conservation funding, its resources are limited, and a substantial conservation financing gap remains across the Hawaiian Islands. Community organizations and neighborhood partnerships that secure contributions from foundations, businesses, residents, or other eligible sources could receive matching Green Fee funds for local watershed restoration, reef protection, and other stewardship projects. This would connect contributions to places where people live, work, or have strong ties, which could motivate giving. Clear eligibility standards and predictable matching commitments would give communities a concrete basis for recruiting funding partners. At the same time, flexible match requirements and project development assistance would help communities with less fundraising capacity participate.
