Phased Risk Reduction: Ala Wai Watershed & Waikīkī
The City seeks a consultant to integrate existing studies regarding flood risks and/or alternative risk reduction plans in the Ala Wai Watershed and Waikīkī to address challenges associated with precipitation, storm water runoff, sea-level rise, tidal influence, ground water inundation, infrastructure capacity constraints, and infrastructure damage. Outcomes may include a proposed range of innovative risk mitigation solutions that consider local cultural, economic, social, recreational, business, tourism and financial perspectives. Proposed implementation should be phased and include a breakdown of associated cost estimates. Priority solutions should be identified through community co-development strategies, including revisiting takeaways from previous community engagement efforts, and must consider Ideker Farms, Inc. v. United States (2023), the financial capacity of the City and County of Honolulu and the State of Hawai‘i, and reference materials provided upon proposal acceptance.
