Oahu Circular Economy Development Zone for local recyclers

Create the physical and/or financial infrastructure in Hawaii to support true circularity, such as an Oahu Circular Economy Development Zone that encourages recycled market development projects or Circular Accelerators. As an island chain with limited markets for recyclables, this would solve the "waste" problem locally, support local entreprenures, create value from material that is currently being incinerated, create jobs, divert waste and lower reliance on imports, while helping the state meet it's climate and circularity goals. This is a proven concept utilized by many states and cities and should be easily adaptable to Hawaii given that reuse is an accepted norm here.
