NS Resilience & Emergency Shelter Facility

Hale Hālāwai ʻOhana O Hanalei proposes to construct a Category 5–rated Resilience and Emergency Shelter Facility serving Kaua‘i’s North Shore communities from Hā‘ena to Anahola. The facility will provide safe refuge and continuity of operations during tropical cyclones and high-wind events that frequently isolate the region, while also serving year-round as a community resilience and education center. The project will upgrade Hale Hālāwai's existing hub—which already hosts emergency response partners such as AMR, the Fire Department, and Police—to meet official Red Cross standards by adding solar microgrid power, potable water storage, accessible restrooms and showers, and emergency coordination space. A resident-manager unit and workforce housing will ensure 24/7 readiness, advancing the County of Kaua‘i’s Hazard Mitigation and Infrastructure Resilience Plan and strengthening long-term community preparedness.
