Non-motorized coastal path connecting Haleiwa and Turtle Bay

Build a walk and bike path that runs the entire length between Haleiwa and Turtle Bay Resort. This would give tourists and residents the option of not having to use motorized forms of transportation along this stretch of Oahu that is heavily frequented by tourists and residents from across the island.
