Low Carbon Transportation Materials (LCTM) Program, Statewide

The scope of work includes researching and evaluating new low-carbon construction materials for asphalt and concrete; installing test strips for performance evaluation; conducting materials testing and performance assessments; engaging in industry outreach; encouraging industry partners to generate Environmental Product Declarations (EPDs) and collecting EPD data from contractors; updating materials specifications; performing benchmark analyses; and establishing EPD performance thresholds.
