Implement Kualoa–Punaluu coastal road adaptation from UH report
Act on the adaptation recommendations for the East Oahu (Kualoa to Punaluu) coastal road from the August 21, 2019 "State Coastal Highway Program Report" prepared for the State DOT by the UH Manoa College of Engineering. Chapter 4 contains very detailed recommendations for adapting to storm surge, and page 254 provides recommendations for Kualoa to Punaluu. Particularly in front of Crouching Lion, the DOT Highway Division has repeatedly had to replace large rock clusters in heavily netted bags to prevent further erosion and highway lane damage; instead of continuing this (perhaps annual lane blockage), a permanent adaptation is needed to resolve the problem. To the submitter's knowledge, the report has been gathering dust rather than being implemented. This initial small part of the recommendations hits on all three "Green Fee" priorities: stewardship of the shoreline, lasting resilience to counter the storm surge hazard, and sustaining tourism since the road is heavily used by tourists in rental cars.
