Green Fee-funded statewide shoreline survey and certification program

Establish a dedicated Green Fee funding program for the Hawaiʻi Department of Land and Natural Resources (DLNR) to conduct comprehensive shoreline surveys and certifications every five years, providing the staffing and resources necessary for proactive statewide monitoring of shoreline migration. Regular shoreline certifications would provide critical notice to coastal property owners of advancing shorelines, coastal erosion, and sea level rise, while informing land use decisions, hazard mitigation, and managed relocation planning. These surveys would also identify potential encroachments onto State public trust lands, requiring property owners to remove unauthorized structures or, where legally permissible and appropriate, obtain easements and compensate the State for the occupation of public lands. This program would strengthen enforcement of shoreline protections, safeguard public beach access, generate potential revenue for public land stewardship, and reduce long-term risks and liabilities associated with coastal development.
