Getting hurricane shelters and home fortifications

On O‘ahu, we have no hurricane shelters the can withstand a Category 2, 3, 4, or 5 hurricane. We have no place to go. HI-EMA is charged with creating shelters, but gets no money from the legislature to do it. This fund will help them create shelters. We have 187,000 wooden homes most of which will be severely damaged or destroyed even in a Category 1. Thousands will die in their homes. We needs funds for residents to fortify their homes.
