Funding to counties for sewer extension

Allocate $5-20M to be divided among the counties, according to number of cesspools in priority #1 conversion zone, to be used to extend wastewater sewer lines to areas with a high density of cesspools within a priority #1 conversion zone, and within 10 miles of an existing wastewater treatment plant (with unused capacity or with planned expansion) or within 10 miles of an existing sewer line leading to such a plant.
