Funding program to turn condo towers into hurricane shelters

Set aside millions to give to condo towers for hurricane-resistant windows and frames that can withstand 200 mph+ winds, so concrete condo towers can serve as hurricane shelters. Eligibility conditions: towers where 70% make less than $200,000 a year, and where occupants of 70% of the condos agree to accept friends, relatives, or others needing shelter into their apartments and hallways during hurricanes. High-rise hotels, office buildings, and theaters that agree to accept people needing shelter in their conference and other open rooms and hallways will also receive FREE funding for windows and frames.
