Funding Model for Cesspool and Sanitation Upgrades
Wastewater from failing infrastructure and outdated cesspools is threatening human and coral reef health. Cesspool conversion and improved infrastructure is expensive. Creating a funding mechanism and model, that assists homeowners, Counties, and communities to transition to improved sanitation systems is needed. There are opportunities in several communities to develop a model for scalable transition that addresses the system of sanitation.

Strong support. A funding model only works if it is paired with a delivery model. Grants and loans help, but families also need someone to line up the engineer, permits and licensed installer and walk them through the paperwork. Doing conversions in batches, street by street, should also bring the cost per home down. On Hawaiʻi Island we're proposing a 100-home batch pilot to test exactly that and report the real cost per home publicly. Rahul, ʻĀina Force (rahul@ainaforce.com)
