Create a public inventory of Oahu drainage systems

Create a comprehensive public inventory of drainage systems across city, state, federal and private lands on Oahu, including inspection records. Recent storms have highlighted the lack of such an inventory; clearing up ownership and maintenance responsibilities is the first step to identifying where the greatest risks are and who is accountable, so everyone can get on the same page to improve flood mitigation efforts.
