Community Pre-Disaster Recovery Planning on Kauaʻi
In 2025, the County of Kauaʻi completed its first Pre Disaster Recovery Framework (PDRF) to establish the recovery authority structure and kuleana for all agencies and departments across the island: https://www.kauai.gov/County-Press-Releases/County-of-Kaua%E2%80%98i-adopts-first-ever-framework-to-guide-disaster-recovery-and-redevelopment-post-disaster-2025. The processes included a pilot community-led project in Anahola to establish their disaster recovery vision. This community work needs to happen in all Kauaʻi communities, to ensure the Framework can evolve into a Recovery Plan for the island as a whole. This proposed project will focus on disaster recovery visioning and planning for twelve individual coastal communities building on work led by Hawai‘i Sea Grant and the County of Kaua‘i. We will incorporate equitable climate adaptation strategies into post-disaster redevelopment scenarios and other resilient recovery needs in each community.
