Community Partnership and Empowerment Project
We propose $25 million for a state agency to contract with Kupu under existing authority, HRS §193-31 (HYCC), to then subcontract funds to other orgs with shovel-ready projects that meet Act 96 criteria.
The legislature has consistently supported Kupu programs like the Kupu ‘Āina Corps under HYCC. Via HRS §193-31, Kupu is authorized to act as a contractor to any state department. Kupu may then subcontract to provide training "to advance the conservation, development, and management of natural resources and recreational areas” or “temporary work and training opportunities in…natural resource management; agriculture; or other sustainability-related professions.”
This would clear a path to increase Green Fee reach and support the work of community organizations instrumental in Act 96.
Kupu has experience as an intermediary through MALU, which helps organizations fill positions involved in reforestation projects. Kupu has the infrastructure, accountability, and capacity to carry this out.
