Allocate share of Green fees to wastewater treatment subsidies

Allocate a fixed percentage (5%? 10%?) of the annual Green fees collected to each island's Department of Environmental Services, or the organization responsible for wastewater treatment, to subsidize dramatically increasing costs. These subsidies would ease the burden on individual households and businesses for these expenses. This would also be an efficient use of the funds in that no new infrastructure is needed as is necessary for new programs; this helps fund existing initiatives and lowers fee increases for the people of Hawaii.
